Are you afraid of the proposed law aimed at limiting the rental of tourist accommodation provided?
I would like to remind you that this bill aims to limit the rental of tourist accommodation provided, considering that it is a tax escape and that undermines long-term rentals. Basically, it’s another attack on the owners. It was presented to the Senate where it was however modified. Today, we have to go before the joint commission but with the legislative elections, we don’t really know what will happen. Will it be abandoned or modified?
Why do you think employers are targeted?
Because of this image they are like privileged people. However, that is completely wrong. Most have between one and five houses. They are not rich. They make up the middle class of France. Do we want to downgrade them? One may ask. You should know that nine out of ten tourist accommodations provided are primary residences. These are owners who rent out their property when they go on vacation or secondary residents who rent to pay for their expenses. Wanting to rush it will not solve the problem of the housing crisis. These residents, once the lease expires, return home.
Talk about tax breaks, why?
Real estate owners will have to face, today, the explosion of real estate taxes due to the disappearance of the housing tax on the main residences and the increase of the tax on the second house In short, we are taxed more and more. It will be very bad in 2024. I still want to remind you that the property tax has grown on average, in the territory, by 30% in the last ten years.
“Make sure that the owner is not the only social category from which efforts are required”
What am I asking?
This property tax is used to finance collective structures and public services. Owners, but also tenants benefit from this. The idea would be to have a distribution of this tax between the two. We can also imagine lowering this tax, or even exempting it, for virtuous owners who have started energy renovation. Our struggle is to ensure that the owner is not the only social category from which efforts are required. We need to find a balance. We are also fighting for rent control resulting from the Alur law with things not working.
