But this search was more complicated than expected for real estate professionals. Seven months after having to leave their historic place in a hurry, the real estate agents, who share the forty square meters of the Sainte-Bazeille agency with seven people, are still homeless. “The PLU limits here: rue Charles-de-Gaulle, rue Toupinerie and all of Place Clemenceau are off limits to us,” says Sylvie Vasseur, who would have hoped for an easing of the rule. “We thought that for us, it was a bit of a case of force majeure,” he regretted.

Relentless

But the Urban Code is not ambiguous: “The creation of premises for service activities where customers are welcomed on the floor of buildings, for change of destination or for new construction, is prohibited” along the Charles-de- Gaulle, Clemenceau, Toupinerie. , as Boyé. It is not uncommon for such arrangements to be made in city centers to encourage open activities outside of office hours.

“We have to change (the PLU),” believes Sylvie Vasseur. “We realized that it was a bit rigid,” agrees Michel Milhac, elected in charge of urban planning. The municipality started a “cleaning” of the PLU, voted at the beginning of his mandate, but which had been written by his predecessors.

“If we didn’t stop, it would have blocked a lot of achievements,” explains Michel Milhac. However, it is not certain that the restrictions on activities in the city center will be lifted. “We are trying to make the city more attractive, but it is not a decision that we take alone, it is a project that must be in accordance with (the rules decreed by) the State”, underlines the vice-mayor.

The new PLU could be implemented at the end of 2025. Maurig will not wait, the insurance compensation being conditional on the installation of a new place. “But we were able to recover, we are here,” reassures Sylvie Vasseur. The disaster, however, is not without repercussions on the activity, “diminished”, she believes.

A public meeting around the PLU

The municipality of Marmande organizes a public meeting on Wednesday, May 22, at 6 pm, in the revision of the Local Urban Plan, at the Bounin room, Verdun square. But in no case is it about the buildability of the land, the zoning and the regulations specific to each area. An inventory of the territory and its challenges will be carried out by the design office of Citadia Conseil, in charge of the PLU, to then make the link with the political orientations of the project of planning and sustainable development.
